    • Providing Consultancy Services to JEDCO for the Preparation of Feasibility Studies under the Governorate Development Fund > European Commission AETS has been retained by the EU Delegation in Jordan to Provide Consultancy Services for JEDCO for the preparation of Feasibility Studies under the Governorate Development Fund (GDF) with the overall objective to facilitate Small and Medium Enterprises (SMEs) access to the Governorate Development Fund, and other financial institutions in Jordan, with the aim to further their business growth.

    • Monitoring of the last year of implementation of the trade and transport facilitation sector budget > European Commission As a means of supporting the Jordanian government’s policy on economic development and growth and the need to modernise the transport sector, a Trade and Transport Facilitation Programme (TTF) was designed and signed in December 2009 between the EU and the Government of Jordan. The TTF is a 33 M EUR Financing Agreement which implementation period will end in December 2015. The overall objective of the TTF is to contribute to Jordan’s integration into the global economy by reducing trade-related costs and developing a multi-modal transport sector Since 2010, a team of short term experts was mobilised annually in order to assess progress in the achievement of the agreed matrix of reform benchmarks. AETS is assigned to: - Collect and transmit to the EU Delegation all the relevant information and documentation concerning performance in fulfilment of the reform benchmarks of the Trade and Transport Facilitation programme. - Analyse factually and on a "realised", "partially realised" & "non-realised" basis, the conformity of the documentation obtained with the modalities of confirmation stipulated in the reform benchmark matrix of the Trade and Transport Facilitation Programme for the pending benchmarks. - Assess the compliance of the General Conditions and in particular to review the stability of the macro-economic framework. - Give an indicative/realistic timetable for the compliance of pending conditions in order to fit into the timeframe of the TTF programme, which operational implementation period ends in December 2015.

    • Formulation mission for the programme "EU Support to the Private Sector Development in Jordan" > European Commission Jordan is currently facing difficult economic and social challenges.Growth rates have declined markedly and unemployment rates are high. Poverty and regional development for social and regional cohesion is a key theme of the Jordan 2025 strategy. The EU proposed a € 45 M programme to support the development of the private sector in Jordan in line with the country strategies. The programme aims to increase incomes and employment; promote women and youth social economic inclusion, and facilitate economic development in disadvantaged régions. This request for services concerns the formulation of the complementary TA of € 5 M to the budget support programme, and the guidelines for the call for proposal of the € 6 M project, which aims at improving technical and management capacity within SMEs. AETS assists the EU Delegation in the formulation of these Term of Reference;

    • Mission de formulation pour le programme «Soutien de l’UE au développement du secteur privé en Jordanie » > European Commission La Jordanie fait actuellement face à des difficultés économiques et des challenges sociaux. La croissance des marchés a ralenti et le taux de chômage est élevé. La pauvreté et le développement régional pour une cohésion sociale et régionale sont les thèmes principaux du plan du gouvernement "Jordanie 2025". L’UE a proposé un programme de 45 millions, pour soutenir le développement du secteur privé en Jordanie, en ligne avec les stratégies du pays. Ce programme vise à augmenter les revenus et créer des emplois, à promouvoir l’inclusion économique et sociale des femmes et des jeunes et à faciliter le développement économiques dans les régions défavorisées. Ce projet, mené par AETS a pour but la formulation de termes de références s, de 5 millions d’Euros complémentaires au programme de support budgétaire, ainsi que la formulation de directives pour l’appel à proposition de 6 millions d’euros, qui vise à améliorer les capacités techniques et de gestion au sein des PME.

    • Suivi de la mise en œuvre de la dernière année du budget du Programme de de Facilitation du Commerce et du Transport > European Commission Dans le but d’obtenir le soutien de la politique Jordanienne pour le développement économique et la croissance et vu le besoin de moderniser le secteur des transports, un Programme de Facilitation du Commerce et du Transport (le TTF) a été désigné et signé en décembre 2009, entre l’UE et le gouvernement de Jordanie. Le TTF est un accord de financement de 33 millions d’euros, dont la période de mise en œuvre s’achève en décembre 2015. L’objectif général du TTF est de contribuer à l’intégration de la Jordanie dans l’économie globale, en réduisant les coûts liés aux échanges internationaux et en développant un secteur de transport multimodal Depuis 2010, une équipe d’experts court-terme a été mobilisé annuellement, afin d’évaluer les progrès dans l’accomplissement de la matrice des indicateurs de réforme. AETS est chargé de : -Récolter et transmettre à la DUE toutes les informations utiles et la documentation concernant la performance dans l’exécution des critères de réformes du programme de Facilitation du Commerce et du Transport. -Analyser factuellement, sur une base de « réalisé », « réalisé partiellement » « non réalisé », la conformité de la documentation obtenue avec les modalités stipulées dans la matrice des critères de reformes du Programme de Facilitation du Commerce et du Transport, pour les indicateurs en cours. -Evaluer la conformité des conditions générales et en particulier revoir la stabilité du cadre macro-économique. -Fournir un planning indicatif/réaliste pour la conformité des conditions en cours, dans le but de correspondre avec le planning du programme TTF, dont la mise en œuvre opérationnelle prend fin en décembre 2015.

Le besoin de créer une institution de règlement des litiges commerciaux, a été une des recommandations les plus fortes. L'objectif de cette mission est d'assister la Chambre de commerce de Pointe Noire à opérationnaliser le Centre d’arbitrage et de médiation du Congo afin de permettre aux opérateurs économiques de régler rapidement et efficacement divers litiges .     • Final Evaluation of the BizClim Programme > European Commission The financing agreement signed between the EC and the ACP secretariat on the 13/0/2010 earmarks EUR 10Million for the financing of the BizClim programme, a facility aiming at enhancing economic growth and reducing poverty in ACP countries through the setting up of an enabling environment. The programme’s overall objective is contributing to enhancing economic growth in ACP countries by means of fostering an enabling environment for private sector development in ACP countries and regions with the ultimate objective of poverty reduction. AETS is performing the final evaluation of the programme, by doing: - Overall independent assessment about the performance of the programme; - Overall assessment of the relevance of the supported activities; - Overall assessment of the quality of the proposals as well as the monitoring systems applied; - Identification & discussion of the problems encountered and the solutions adopted, formulation of concrete proposals on how the ACP/EU could improve its efforts for a more conducive business enabling environment in the next financing phase (11th EDF).

    • Training programme on international standards for the Printing, Plastics and Packaging industry in Trinidad and Tobago > ACP-EU TBT programme (Contracting Authority) University of Trinidad and Tobago (UTT) The specific objective consists in implementing training programmes targeted towards existing and new employees or students to meet international standards and to meet the needs of the Printing, Plastics, and Packaging Industry in Trinidad and Tobago and the Caribbean. This action aims to create a more competitive sector in the long term by having technically competent personnel that leads to greater efficiencies resulting in increased exports. These activities will be led in collaboration with the University of Trinidad and Tobago considering its mandate as entrepreneurial university designed to discover and develop entrepreneurs and training programmes. The activities to carry out are as follows: • Activity 1 – Needs assessment on training of the Printing, Plastics and Packaging sector and drafting of training courses outline and training material • Activity 2 – Selection of trainers and training of trainers in: 1. Operation and Maintenance for Printing, Plastics and Packaging Machinery for International standards; 2.Printing Plastics and Packaging (including new and innovation packaging). • Activity 3 – Selection of participants, logistics organisation and training of personnel of Printing and Packaging companies • Activity 4 – Selection and technical assistance of industrial companies to participate to the piloting phase.

    • Traceability Best Practices Guidelines > FAO The best practice guidelines for traceability is the compilation and analyse of best practices and existing standards for a range of traceability purposes, including a gap analysis. The guidelines identify options for future work including possible instruments to implement traceabilty in the fisheries sector.

    • Development of Planning and Management Toolkit for aquaculture > FAO AETS assisted FAO and Network of Aquaculture Centres in Asia-Pacific (NACA) the development and adoption of Aquaculture Assessment (planning and Management) tools in Asia and Pacific region. The project generated more standardized and practically applicable planning and management toolkit to support sustainable aquaculture development in Asia.
